Exseeks Cupp's Senate seat ASSOCIATED PRESS ANNA Dale Locker, former state agriculture director and a former state representative, plans to run for the Ohio Senate seat held by Sen. Robert R. Cupp, R-12, of Lima. Locker, a Democrat, will announce his candidacy Tuesday.

Locker said he. was encouraged to run by Senate Minority Leader Harry Meshel, D-33, of Youngstown, and local residents. Locker is manager of public affairs and director of hourly personnel at the Stolle Corp. He was a state representative 12 years before he was appointed agriculture director in January 1983. Locker quit in 1986 to run for the Ohio House.

He lost to Rep. James D. Davis, R-81, of St. Marys. Harassing calls denied SANDUSKY Sandusky Commissioner Les Hall has pleaded innocent to charges of making harassing telephone calls to his former girlfriend.

Hall, 34, appeared Wednesday in Sandusky Municipal Court. He faces a pretrial hearing Feb. 22. Authorities claim Hall made numerous anonymous late-night phone calls to Karen Stevenson, a Huron County woman he dated. Hall was arrested on the same charges in September 1986 after Stevenson said she received similar calls.

The case was dismissed because it was not brought to trial within 90 days.
